The IRS is Going Electronic as of September 30, 2025

As of September 30, 2025, the IRS is requiring all tax payments to be made electronically and no longer issuing paper checks for refunds. Executive order 14247, that was signed into law by President Donald Trump on March 25, 2025, will mandate the transition to electronic payments for all Federal disbursement and receipts by digitizing payments.

The move to require electronic payments and refunds is to help reduce cost, theft, fraud, delays, lost payments and inefficiencies. It’s a step to bring the federal government into the modern age. This not only affects the IRS, but all government agencies, including Social Security, Department of Labor, etc.

Who is affected by this:

  • All Individuals, Entities and Trust and Estates
  • All tax payments including extensions and estimates
  • All tax refunds

Ways Payments can be made:

  1. Set up an IRS Online Account through ID.me: Once your account is set up you can make all payments through the portal. This Portal allows you to make payments, follow up on notices and get IP Pins. See portal link: ID Me Portal
  2. Direct Pay: Both Individuals and Business can pay balances due, estimated tax payments and other federal payments though direct pay. It’s free and secure and no sign is required. Direct Pay Link
  3. Download IRS2Go Mobile App: This is the official mobile app of the IRS and taxpayers can check their refund status, make a payment, and other helpful tips. It’s available in both English and Spanish. It’s available on Google Play, App Store and Amazon.
  4. Electronic Funds Transaction: This is a free and convent option to pay electronically or receive a refund through your bank account. Please provide your bank account information to your representative at BA Harris and we can set this up through your tax return. Keep in mind this is only available if you are electronically filing a tax return.
  5. Debit, Credit Card and Digital Wallet: This allows you to pay online, by phone or with a mobile device through the IRS authorized payment processor. The processors charge a fee for their services. There is also a limit to the number of payments allowed to be made throughout the year and restrictions on payments made over $100,000. Exemptions:

  1. Those who do not have access to banking services or electronic payment systems
  2. Certain emergency payments where electronic disbursements would cause undue hardship
  3. Individuals and entities qualifying for exception under the Department of Treasury
  4. Any payments or refunds that would be a national security risk
